Operator
The entity that controls and runs an installation. Under CBAM, the non-EU operator provides the primary emissions data for its goods.
The operator is the legal entity responsible for operating the installation and for the integrity of its emissions data. For CBAM, the non-EU operator is the counterparty to the EU importer or declarant.
