Monitoring plan
A document describing the installation boundary, flows, measurement methods and calculation routes used to produce emissions data.
A monitoring plan is the baseline a verifier reviews during a site visit. It names the installation, lists what enters and leaves, says which meters are used, and declares the calculation route (fuel-based, mass-balance, direct measurement) for each emission source.
